with reference to your despatch No.19
(x 404/396/501) of the 1st February, 1934,
regarding the burial expenses of the late
J.M. Jantos, a destitute British subject who
died in Shanghai on the 5th March, 1933, I have
the honour to report that I have again asked
the Changhai kunicipal Council to defray this
expenditure, but as will be seen from the
enclosed copy of their reply they have declined
to do so.
2. The attitude adopted by the Council
appears to me to be quite correct and in the
circumstances I do not feel that I can press
them to reconsider their decision. As the
deceased was of Portuguese origin, it was not
possible to recover the burial expenses from
local charities and accordingly there appears to
be no alternative but to charge the sum in
question to public funds.
3. In this connection I would mention that
deaths of destitute Indians frequently occur in
this port and their burial expenses are defrayed
by the Government of India. As the case of the
late J.M. Santos is of a similar character, I
